Do Regulations Lead to Prosperity?

This post from Mises Blog notes that the Bush administration seems to think so. Of course, they disagree. I think some base level of regulation helps when it forces companies to pay for externalities, which are real economic costs often not reflected in economic transactions. But above some base level (which granted, is difficult to determine) I think regulation does more harm than good.
