I love stuff like this(McKinsey Quarterly, registration may be required) because it reveals the inefficiency of many modern organizations. My opinon is that hierarchy is dead. Successful companies of the future must have decentralized decision making, but still have clear lines of authority within small groups. I think empowerment can do wonders for resource allocation problems.
