Universal care needn't lack innovation, quality, or high prices. Universal care only means everyone is covered. Capitalist care needn't provide it. The vast information disparity between patients and providers mean what people care about has little to do with what is provided because they aren't in a position to evaluate it. The government covers half of healthcare now and that will increase with more elderly. It pays for much research as well. Cost controls merely push innovation into other directions, frequently more productive. Currently we have the worst, low quality and high prices with no relation between the two.
